The possibility of limiting entry into hospitality establishments is not new.  Months ago, in the middle of the third wave, it was already raised when countries and regions began to implement the obligation to have a negative test for coronavirus or a vaccination certificate for travel. At that time there were already experts in Constitutional Law who wondered whether such a measure to gain access to certain closed places could be a restriction of rights, but the debate was diluted because the vaccination process had just begun. It is now that it is once again very topical.

And already analyzing this certificate with a view to containing the pandemic, the court, based on the information submitted by the community, believes that it does not help to prevent contagion and may even encourage it because it understands that if vaccinated or cured people «can be potential transmitters» of the virus, «It is difficult to understand how to avoid the possible infection of those who have accessed the premises covered by the presentation of a proof for the completion of a PCR or an antigen test, which only proves that at the time of its realization they were not carriers of the active virus, but not that they have any immunization against it. In his opinion, a measure such as this requires a justification «much higher than normal» and it should also be accredited that the fifth wave «has its origin precisely in nightlife venues», which is the area in which Andalusia wanted to implement the certificate.

Resolution of August 6, 2021, of the General Secretariat for Universities, Research and Technology, which implements the selection procedure for doctoral research personnel corresponding to the grants awarded to the agents of the Andalusian Knowledge System by Resolution of August 6, 2021.

In accordance with the provisions of the regulatory bases, the aforementioned Resolution of April 9, 2021 establishes in its first paragraph point 1 that, once the applications have been evaluated and the grants have been awarded, the General Secretariat for Universities, Research and Technology will call a new procedure of competitive concurrence in order to select the doctoral research personnel to be hired by the beneficiary entities.

1. The purpose of this resolution is to establish the procedure for the selection of doctoral research personnel to be charged to the grants awarded by Resolution of this General Secretariat of 6 August 2021 to the agents of the Andalusian Knowledge System, as well as the requirements to be met by the candidates and the regulatory framework within which the corresponding employment contracts must be carried out.

Para conseguir una adquisición eficiente de estas competencias y su integración efectiva en el currículo, se diseñarán actividades integradas. Así, dichas actividades permitirán al alumnado avanzar en la adquisición de diferentes competencias de forma simultánea.

Los contenidos se ordenan en asignaturas, que se clasifican en materias, ámbitos, áreas o campos y módulos, según las enseñanzas, las etapas educativas o los programas en los que participan los alumnos.

Especificaciones de los criterios de evaluación que permitan definir los resultados del aprendizaje, y que expliquen con detalle lo que el alumno debe saber, comprender y ser capaz de hacer en cada materia; deben ser observables, medibles y evaluables, y deben permitir calificar el rendimiento o logro alcanzado por el alumno. Su diseño debe contribuir y ayudar al diseño de pruebas estandarizadas y comparables.

The Plenary of the General Council of the Judiciary (CGPJ) has elected this Vicente Magro Servet, currently assigned to the Provincial Court of Madrid, new judge of the Criminal Chamber of the Supreme Court. Magro was a PP senator for Alicante between 1996 and 1997 and has been president of the majority association of judges – the Asociación Profesional de la Magistratura (APM), which represents conservative judges.

The judges’ governing body today elected two other magistrates to the high court, one of whom, Pedro Román, who will be part of the Administrative Chamber, was Secretary of State during Alberto Ruiz-Gallardón’s time at the Ministry of Justice. The third one elected today was María Luz García Paredes, of progressive tendency, who will go to the Social Chamber.

Magro, who will fill the vacancy caused by the retirement of José Ramón Soriano Soriano, obtained ten of the 20 votes cast at the Plenary, which was not attended by the member Álvaro Cuesta due to health issues. The other candidates, Javier Hernández García and Susana Polo García, received five votes each.
